Abstract
Depuis les années 1990, un nombre de plus en plus important d’États met en place une comptabilité très proche de la comptabilité d’entreprise, visant à produire un bilan et un compte de résultat, et permettant le calcul des coûts complets d’une action publique. Fondé principalement sur une enquête par entretiens auprès des acteurs chargés de l’élaboration de la nouvelle comptabilité de l’État français et sur l’analyse d’archives, le travail présenté ici se donne deux objectifs : premièrement, analyser le processus de construction de cette nouvelle comptabilité pour la France, ses résultats en termes de mode de valorisation des richesses et dettes publiques et les transformations que cela peut induire en matière de représentations sociales de l’État ; deuxièmement, analyser les usages de cette nouvelle comptabilité et les transformations des modes d’action publique qu’ils sont susceptibles de générer.
