Abstract
Les métropoles européennes à vocation internationale ont vu le jour avec l'essor de l'après-guerre. Il s'agit ici de villes qui, sans être capitales de leur État respectif, ont une envergure telle qu'elles attirent, par leur poids démographique et leur niveau d'équipement sélectif, une clientèle internationale de niveau supérieur. Pour progresser à travers la vive concurrence qu'elles se livrent, chacune de ces métropoles se doit d'offrir le plus d'avantages comparatifs. Sur le plan géographique d'abord : localisation et exploitation du site en termes de communications, notamment terrestres et aériennes; espaces de bureaux en quantité suffisante pour la tenue d'expositions et de congrès. Sur le plan économique, on devra y trouver tous les services que recherche l'investisseur international : ingénierie technique, conseils et études, professions de la communication, sociétés de commerce extérieur. Enfin la qualité de la vie sociale sera susceptible d'attirer personnel et services.
