Biodiversity worldwide is in dramatic decline. There is a need to develop new policy tools to combat this trend, including market-based tools. One such tool is biodiversity offsetting, defined as “measurable conservation outcomes resulting from actions designed to compensate for significant residual adverse biodiversity impacts arising from project development and appropriate prevention and mitigation measures have been taken.” This paper reviews the Canadian experience with biodiversity offsets (aka conservation offsets, conservation allowances, etc.) and discusses a series of key design issues which must be taken into account in offset policy design. It suggests that there is a need to make great use of biodiversity offsetting in Canada. The development of wetlands offset policy in the United States and native vegetation offset policy in Victoria, Australia, are reviewed as case studies.
