Abstract
Sans être le geste le plus significatif parmi ceux posés à l'égard des Amériques à l'époque du gouvernement Mulroney, la décision défaire du Canada un membre à part entière de l'Organisation des États américains (OÉA) fut néanmoins un moment stratégique important dans les rapports Canada-Amériques. La littérature spécialisée a consacré un certain nombre d'études à l'examen de l'adhésion canadienne à I'OÉA et on y remarque que la plupart des analyses insistent sur les déterminants internes comme facteurs explicatifs principaux de la décision prise en 1989. Le propos central de cet article consiste à tenter de montrer que les déterminants internes exposés dans la littérature spécialisée n'auraient pu mener à la décision canadienne d'adhérer à I'OÉA sans une conjoncture internationale particulière dans la deuxième moitié des années 1980. C'est ce contexte international qui constitue la source principale d'explication.
