Abstract
La réorganisation institutionnelle intervenue en 2009 dans la politique publique belge de télécommunications mobiles est singulière. Considérant la perméabilité d’un État fédéral à certaines stratégies des coalitions de cause, cet article teste l’hypothèse selon laquelle, outre l’approche institutionnaliste, le processus de fédéralisation peut s’expliquer par les stratégies des acteurs lésés sur les arènes décisionnelles (venue shopping) et sur les images de politique publique (framing). De plus, s’appuyant sur les stratégies initiées par les coalitions de cause, les institutions, en l’occurrence les entités fédérées, peuvent également se comporter en acteurs stratégiques, accroissant leur autonomie dans un État fédéral de nature centrifuge.
