Las disparidades económicas en Norteamérica se confirman con el análisis de la infraestructura de innovación, particularmente en lo que concierne a las ONG que actúan como constructoras de redes públicas-privadas. Las ONG y las asociaciones civiles que se dedican a la innovación cuentan con una larga tradición en Estados Unidos y Canadá, mientras que enMéxico recientemente comenzaron a emprender actividades de construcción de redes básicas y de intermediación. Dado el contexto inequitativo de las instituciones de innovación en Norteamérica, que cancela la posibilidad de una comparación justa, este artículo provee un análisis de caso de laAlianzaArco enMéxico, una sociedad híbrida que involucra organizaciones civiles, públicas y privadas, que se dedican a promover la innovación regional con base en la ideología de la OCDE. Adicionalmente, se utiliza una metodología de seguimiento de políticas (policy-tracing methodology) para analizar la congruencia de aplicar el modelo de innovación de la OCDE a la situación mexicana.
