The purpose of the restoration plan is to provide power to customer as fast as possible without compromise the integrity of the equipment. The condition of the restoration electrical system is not familiar to the operation personnel. The particular structure of Hydro-Quebecpsilas power system requires the use of a highly specific system restoration procedure. The restoration plan is therefore based on a precise restoration reference that has been validated by appropriated off line studies while allowing needed flexibility. Over the years, Hydro-Quebec has accumulated a sizeable pool of knowledge that brings together all the solutions already studied or learned. System restoration planners use their know-how to find the best solution and can be now determine the best procedure to apply.
