Abstract
Depuis 1970, l’indice synthétique de fécondité est inférieur au seuil de remplacement des générations, soit 2,1 enfants par femme. En dépit de ce phénomène inquiétant dans une société habituée à compter sur ses propres forces pour se renouveler, le Québec ne possède pas de politique nataliste. L’auteur examine un certain nombre de difficultés auxquelles l’adoption d’une telle politique doit faire face. Quatre types de difficultés sont passées en revue : des connaissances insuffisantes sur le phénomène de la baisse de la fécondité mais aussi sur les conséquences de cette évolution, les effets incertains des actions envisagées et la nécessité de concilier des objectifs très divers. L’auteur termine en proposant que l’État ait un objectif minimum, soit le remplacement des générations, qui pourrait faire partie de ses grandes orientations politiques. Il faudrait aussi promouvoir une politique familiale la plus complète possible.
