Abstract
Abstract : We conducted 41 ground project surveys between November 19, 2005 and February 21, 2006 as part of our continuing assessments of selected sector reconstruction activities. These surveys focused on border control, electricity, medical and public safety facilities, as well as roads and railways. We documented site conditions using our Quality Control/Quality Assessment teams. A team comprised of an engineer and auditor reviewed and analyzed reports and photographs provided by the Quality Control/Quality Assessment teams. The review of those reports, as well as contracting documents, provides the basis for the conclusions presented in this report.
