Abstract
Abstract This article seeks to resolve the controversy over whether or not William Penn, Quaker leader and founder of Pennsylvania, was actively involved in the attempted restoration of James II to the English throne. Until now Penn's implication could be explained away for lack of direct evidence. With the discovery of the deposition at the end of this article the link between Penn and other leading Jacobite conspirators can now be firmly established.
