Abstract
La question environnementale s’impose aujourd’hui à des espaces de gouvernance en mutation. Elle est en même temps actrice et révélatrice de l’évolution de logiques de gouvernance et de leur capacité à constituer des espaces de gestion du bien commun, notamment à l’échelle locale. En mobilisant une grille d’analyse du discours dans la tradition foucaldienne ainsi que les travaux de Boltanski et Thévenot sur la justification, nous proposons un cadre méthodologique pour saisir la dynamique d’évolution de la gouvernance locale sous le poids de la question environnementale au Liban. À la lumière de notre analyse, la transition environnementale au niveau local est plus un processus dynamique qui complexifie les paysages de gouvernance locale et fragmente les espaces de construction du bien commun, qu’un processus linéaire d’élargissement de ces espaces.
