Abstract
Notre texte examine l’impact des préparations de la Roumanie en vue de son adhésion à l’Union européenne (ue) sur sa relation avec la Moldavie, qui, elle, n’est pas candidate à l’intégration et qui deviendra un des « nouveaux voisins » de l’ue élargie. Après l’adhésion, les nouveaux États membres deviennent responsables de la sécurité des frontières de l’ue et cela s’appliquera à la Roumanie lorsqu’elle joindra l’Union en 2007. L’application des mesures de contrôle des frontières et d’un régime de visa découlant de l’« acquis communautaire » risque d’avoir des effets négatifs sur les États environnants en limitant les échanges économiques, sociaux et culturels. Ces mesures risquent également d’entraver les relations de bon voisinage difficilement mises en place par les candidats à l’intégration et ébranler les objectifs de l’ue visant à promouvoir les réformes et la stabilité démocratique dans son « nouveau voisinage ».
