Abstract
À partir d'une recherche qualitative, l'auteur analyse les interactions entre les agents de première ligne aux guichets des Caisses d'allocations familiales et les populations précarisées. Il montre que ce sont les pratiques concrètes, tant les demandes « hors normes » des usagers (réassurance, conflit, soutien psychologique) que les réponses qui sont proposées par les agents aux guichets (refus, repli bureaucratique, mais surtout valorisation d'une nouvelle vocation sociale), qui font évoluer ces institutions. La fonction d'accueil, lieu de confrontation directe entre l'institution et ses usagers, bouscule le paysage des institutions d'aide et d'action sociale.
