La décentralisation de la formation professionnelle initiale a donné lieu, dans le contexte français, à la mise sur pied de dispositifs collaboratifs d’aide à la décision, au sein desquels l’équipement statistique joue un rôle central. Menée dans deux régions, une enquête sur la production des cartes de formations donne cependant à voir que certains objectifs scolaires nationaux (« absorber le vivier d’élèves ») continuent à l’emporter sur les enjeux professionnels de la production locale des compétences. En régime de croisière, la régulation territoriale s’attache davantage à la gestion des places qu’à la définition des contenus et des objectifs de formation. Dans une conjoncture de rigueur budgétaire, la réforme du bac professionnel illustre avec plus d’acuité encore les difficultés de la régionalisation substantielle des politiques de formation. La hiérarchisation des instruments reflète ainsi les concurrences institutionnelles en vigueur.
