Malgré des avancées sociales et politiques incontestables, la représentation numérique des femmes continue de progresser avec lenteur, surtout dans les niveaux supérieurs de responsabilité. Cette situation minoritaire, dont on ne souligne pas assez le caractère limitatif, rend les changements observés dans les pratiques et les décisions prises relativement contrastés mais néanmoins significatifs. Cette mise à l'écart des femmes est analysée à partir du point de vue de certaines organisations. Leur discours se caractérise par une ambivalence face aux questions de genre, entre une conscience relative de la domination masculine et de la nécessaire mise en oeuvre d'une mixité et la difficulté à mettre en place des fonctionnements intégrant la différence sexuée non naturalisée. Par ailleurs, la participation des femmes est également tributaire de la multiplicité des rôles sociaux qu'elles assument. Dans ce cadre, les comportements qu'elles adoptent ont un caractère subi, mais aussi stratégique.
