Abstract
Le présent article s’intéresse à l’évolution du modèle québécois de gouvernance. Il présente pour ce faire une typologie pouvant permettre de comparer différents modèles selon le type de représentation de l’État, le genre de rôles assumés par celui-ci et le mode de participation citoyenne qui prévalent. Puis, il se concentre sur le point de vue d’un groupe d’acteurs sociaux, politiques et administratifs qui ont joué un rôle clé dans l’évolution du modèle québécois de gouvernance. Partageant une lecture passablement commune du passé, ces acteurs souhaitent majoritairement pour l’avenir un État moins engagé dans l’« opérationnel » et qui laisse par conséquent davantage de place aux autres acteurs pour mieux se consacrer aux enjeux stratégiques. Ils souhaitent également un approfondissement et une extension de la participation citoyenne. L’article conclut en faisant un retour à la typologie.
