Abstract
Résumé Dans la foulée des événements du 11 septembre, l'Administration Bush amorce une véritable révolution qui va altérer le cours de la politique étrangère américaine. L'ensemble de l'approche décisionnelle est réorienté tandis que les rivalités administratives, traditionnellement vivaces, s'atténuent considérablement. La gestion du processus décisionnel se fait moins formelle, notamment parce que le risque terroriste impose une réactivité accrue. Le « cabinet de guerre » qui se met en place réunit les principaux décideurs du Conseil de sécurité nationale (NSC) et prend une série de décisions qui vont marquer le cours des relations internationales. Dans le même temps, le processus décisionnel marqué par la guerre en Afghanistan évolue, tandis que derrière l'émergence d'une véritable pensée unique, se profile déjà l'invasion de l'Irak.
