Abstract
Ce texte fait l'analyse des rapports entre l'Etat québécois et, plus particulièrement, le MSSS et les organismes communautaires, dans le contexte de la politique de santé mentale et la politique de maintien à domicile. L'analyse des rapports entre ces organismes, d'une part, et le Ministère et les établissements, d'autre part, révèle des collaborations difficiles et un partenariat qui soulève de sérieuses limites. Il y a néanmoins certains acquis. Si le partenariat est inévitable, il exige du mouvement communautaire beaucoup de souplesse et une stratégie assez pragmatique axée sur la « coopération conflictuelle ».
