Cet article pose la question : « Que représentent les enfants de la rue au Chili, pays censé être le modèle économique de l’Amérique latine? ». Il trace une trajectoire dans laquelle la violence structurelle, inhérente au projet néolibéral imposé aux citoyens chiliens sous le régime autoritaire de Pinochet (1973-1990), a transformé les enfants de la rue, socialement vulnérables, en « criminels en devenir », déviants et indésirables. Malgré leurs bonnes intentions, les institutions étatiques ont étiqueté et socialisé les enfants de la rue en « criminels en devenir », statut qui compromet leur citoyenneté future. Ce « continuum de violence » pervers est cause de la souffrance sociale des enfants de la rue dont les vies sont encastrées dans de multiples formes de violence, structurelle, institutionnelle, symbolique et quotidienne, qui les détruisent. Cet article suggère enfin que les enfants de la rue sont le secret public du néolibéralisme.
