Image, authentic civic identity and uniqueness of character are important attributes for any city seeking to maintain its independence, secure its economic growth and increase its quality of life in a knowledge-based culture. Governments use economic development, marketing and growth strategies to encourage a civic identity that stands out in the market and evokes a sense that the city is ‘world class.’ What is the role of local government in constructing civic identity? Do these policies, services and programs achieve their measured goals and objectives?This paper finds that cities should model government in a form conducive to knowledge-based culture. Current tools and organizational structures are not working. A long-term objective of research should be to define the role of local government in the construction of civic identity; to establish a program logic model for the delivery of local government policies, services and programs appropriate to that role; and to establish a measurable device to ascertain the merits of programs, services and policies. To evolve the program logic model, this paper proposes a preliminary causal model for future exploration.
