Les frontières de l’Albanie contemporaine et du Kosovo d’après-guerre semblent dangereusement exposées aux nouvelles « géopolitiques humanitaires », car l’humanitaire se consolide par le droit à l’ingérence, la temporalité de l’urgence et la nécessité de l’action. Perçues comme des moyens techniques destinés à consolider les souverainetés nationales par le langage de la gouvernance globale, les interventions humanitaires marquent en fait, paradoxalement, les bornes de l’érosion de ces souverainetés nationales. Dans leur sillage, des « souverainetés mouvantes » ont émergé qui établissent des règles transnationales implicites et qui manipulent les élites locales, les institutions et les gouvernements au cours de négociations asymétriques. Nous désirons attirer l’attention sur de nouvelles formes de domination définies comme un ensemble de pratiques « supracoloniales ».
