Abstract
Le système politique suisse représente un exemple emblématique d’intégration des minorités linguistiques, confessionnelles et régionales. Cependant, ce multiculturalisme territorialisé s’avère inopérant pour traiter politiquement de nouveaux clivages, par exemple les revendications formulées par les associations musulmanes. Plusieurs cantons ont récemment institué des délégués aux étrangers pour mener cette nouvelle politique d’intégration. Au travers d’une étude de cas sur la manière dont le délégué aux étrangers du canton de Neuchâtel a trouvé une solution au problème des cimetières confessionnels, cet article montre comment, et sous quelles conditions, ces nouveaux acteurs institutionnels parviennent à arbitrer les conflits de valeurs inhérents aux enjeux de la reconnaissance des minorités en Suisse.
