Cet article se penche sur les mesures necessaires a l'octroi efficace d'autorisations reglementaires de creation de centrales nucleaires. Nous analysons a cette fin les normes internationales et comparons les systemes de sept pays (Allemagne, Canada, Etats-Unis, France, Japon, Royaume-Uni et Suisse). Cette etude se decompose en deux parties : les structures de decisions et les procedures d'autorisations. Nous proposons enfin un ensemble de recommandations qui pourraient ameliorer l'efficacite des systemes nationaux. Bien que conscients des differences culturelles regionales, nous esperons apporter des elements nouveaux et eclairants au debat naissant sur ces questions importantes dont l'actualite se fait de plus en plus pressante.
