Le 18 décembre 2014, un processus de consultation publique qui vise à réformer en profondeur la politique générale d’immigration, d’intégration et de diversité au niveau provincial a été officiellement lancé au Québec. À cet effet, la Commission des droits de la personne et des droits de la jeunesse, gardienne de la conformité des lois à la Charte des droits et libertés, a publié le 28 janvier 2015 un mémoire détaillé dans lequel elle fait état de ses réserves concernant certaines orientations définies par le gouvernement libéral. Non contente d’une évaluation critique ou rectificatrice des pistes envisagées, la Commission use sans complexe de son pouvoir de proposition pour formuler vingt-trois recommandations et, in fine, redéfinir les priorités de la consultation initiée. Ainsi, un an après sa prise de position mémorable contre le Projet de loi n° 60, elle réaffirme son leadership en matière de protection des droits de l’homme et recadre audacieusement le projet de consultation nationale autour de la lutte contre les discriminations.
