We have studied the ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$ and ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{K}^{\ifmmode\pm\else\textpm\fi{}}$ decays using a 20.7 ${\mathrm{fb}}^{\mathrm{\ensuremath{-}}1}$ data set collected with the BABAR detector. We observe a signal of $51\ifmmode\pm\else\textpm\fi{}10$ ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$ events and determine the ratio $\mathcal{B}{(B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}})/\mathcal{B}{(B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{K}^{\ifmmode\pm\else\textpm\fi{}})$ to be $[3.91\ifmmode\pm\else\textpm\fi{}0.78(\mathrm{stat})\ifmmode\pm\else\textpm\fi{}0.19(\mathrm{syst})]%.$ The CP-violating charge asymmetries for the ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{\ensuremath{\pi}}^{\ifmmode\pm\else\textpm\fi{}}$ and ${B}^{\ifmmode\pm\else\textpm\fi{}}\ensuremath{\rightarrow}J/\ensuremath{\psi}{K}^{\ifmmode\pm\else\textpm\fi{}}$ decays are determined to be ${\mathcal{A}}_{\ensuremath{\pi}}=0.01\ifmmode\pm\else\textpm\fi{}0.22(\mathrm{stat})\ifmmode\pm\else\textpm\fi{}0.01(\mathrm{syst})$ and ${\mathcal{A}}_{K}=0.003\ifmmode\pm\else\textpm\fi{}0.030(\mathrm{stat})\ifmmode\pm\else\textpm\fi{}0.004(\mathrm{syst}).$
