Abstract
Cresce o número de estudos abordando o setor pesqueiro sob uma perspectiva de gênero, indicando que esse é fundamental para se entender como mulheres e homens participam da pesca e vivenciam os riscos ligados às recentes mudanças do setor. Contudo, políticas setoriais ainda têm dificuldade em incorporar a dimensão de gênero. Este texto evidencia dois argumentos principais. Primeiro, o silêncio sobre a questão feminina articula-se à situação de vulnerabilidade, característica de grande parte das comunidades pesqueiras, em países no "norte" e no "sul". Segundo, movimentos de mulheres pescadoras têm contribuído para questionar o status quo e inscrevê-las em políticas de empoderamento, sobretudo no que toca a espaços e direitos sociais. Ao mesmo tempo, esses movimentos buscam recuperar a capacidade que sistemas locais comunitários de gestão de recursos naturais têm demonstrado de adaptação à complexidade socioambiental e de respeito ao protagonismo feminino. O processo de empoderamento não é linear, mas complexo e marcado por contradições.
