Abstract
From 2003-2007 five single-party majority provincial governments initiated electoral reform exercises. Though they started with different problems, and used very different processes, all five ultimately recommended abandoning FPTP for some (different) form of PR. In three of the cases the proposals went directly to referendum with the governing party (officially) taking a neutral position. In not one of the cases was electoral reform achieved and FPTP remains the system in use in all the provinces. Truth in advertising requires I report that the author was actively engaged (as an expert facilitator) in one of the processes and as a consultant to two of the others. This paper is an effort to sort out just what this unusual reform episode was about and to help explain why not one of these majority governments reformed their system.
