Abstract
La tournure prise récemment par le conflit sur le bois d'oeuvre a donné une impulsion nouvelle et dramatique au débat ayant cours au Canada sur l'avenir de l'Accord de libre‐échange nordaméricain. Dans cet article, Louis Bélanger affirme que cet avenir passe nécessairement par une réforme des institutions créées par l'Accord de 1994. Il montre en quoi la structure institutionnelle actuelle de l'ALENA limite sa portée et le condamne graduellement à la désuétude. Cela n'a pas que des conséquences négatives sur l'efficience et la compétitivité de la zone de libre‐échange nordaméricaine et, donc, du Canada. Le déficit institutionnel dont souffre le traité original crée aussi une dynamique politique désavantageuse pour ce dernier comme pour le Mexique. Pour ces raisons, remodeler l'ALENA—maintenir sa compétitivité et assurer sa viabilité politique—devrait constituer un objectif primordial de la politique étrangère canadienne.
