Moisture content variation within different layers of a pavement structure is an important parameter that influences the overall strength of flexible pavement. This paper presents research to monitor the moisture content and the implementation of spring load restrictions on roadways. The study was conducted on a thin asphalt pavement section. Water content reflectometer probes, thermistor probes, and a mini weather station were successfully tested in the laboratory and then installed at the test site. Moisture and temperature data from 2008 through 2012 were collected and analysed using db3 Daubechies wavelet transform. This method is shown to have advantages in unraveling the trend and the detailed variations of the moisture content. Based on these analyses, the start and end dates of rapid strength loss and rapid strength recovery are indentified. The dates of spring load restrictions are recommended accordingly. The relationship between moisture content and reference temperature based pavement surface thawing index is analyzed.
