Abstract
Blackouts are serious. They can lead to heavy loss of industrial production and expose people to precarious situations. One will find many publications on the subject as early as the eighties. It has been and is still today a preoccupation of market regulators and company managers. At Hydro-Québec, several network upgrades have been made to avoid such an event and the RECRÉ system has been in production since 2006 to respond adequately in the event of a blackout. In this paper, we present the next generation of the RECRÉ system. It is CIM based, capable of ensuring real-time accuracy of the restoration plan and to provide an OTS exclusively dedicated to performing power system restoration drills.
