Abstract
Cet article s’appuie sur une enquête de terrain menée dans le quartier de la Zona Norte de Grenade (Andalousie, Espagne) entre 1999 et 2006. Celle-ci a eu pour point de départ une mobilisation des chômeurs du quartier et s’est poursuivie à travers l’étude des politiques locales menées en aval dans le domaine de l’emploi, de la formation et de l’insertion. Les dispositifs qui ont succédé à ce mouvement s’appuient sur la construction de « publics cibles ». L’ethnicisation des rapports sociaux et d’autres catégorisations sont analysées à la lumière de la reconfiguration de l’État social : décentralisation, externalisation des politiques publiques au secteur associatif et activation de la protection sociale. Les discriminations sont considérées selon leur traitement et leur (co)production.
