El presidente mexicano Vicente Fox, en su discurso ante la 3ª Cumbre de las Américas, en la ciudad de Quebec, resaltó que la región de Latinoamérica y el Caribe continúa siendo una de las más desiguales en el mundo, donde 220 millones de personas viven aún en condiciones de pobreza. Afirmó: "Ahora bien, sabemos que la pobreza, sobre todo la pobreza extrema, constituye un mecanismo implacable de exclusión en una democracia, pues separa física, psicológica y culturalmente a quienes la padecen, del resto de la sociedad."
