Abstract
Traditionnellement la politique étrangère du Japon a été, pour les uns, celle d’un « État réactif », content de répondre aux actions des autres, ou, pour d’autres, notamment Susan Pharr, celle d’un « État défensif », cherchant à minimiser les risques et à maximiser les bénéfices. Cet article opte plutôt pour cette dernière interprétation, mais en se demandant si le Japon a été capable d’adopter une politique étrangère plus proactive dans la période d’après-guerre froide et plus à la mesure de son poids réel sur le plan international. Il met l’accent sur les difficultés internes et externes que le Japon doit surmonter avant qu’une telle nouvelle politique étrangère ne devienne réalité.
