Abstract
Cualquier reforma de los impuestos indirectos tiene efectos sobre la poblacion pobre. El objetivo de este trabajo consiste en estudiar el impacto sobre la pobreza ante cambios marginales de los diferentes tipos impositivos (Impuesto sobre el valor anadido e Impuestos Especiales). Este papel propone un nuevo instrumento metodologico para medir el impacto de las reformas indirectas sobre la pobreza: las Curvas de Concentracion de Pobreza. Es una herramienta sencilla y con interesantes propiedades graficas. De esta forma, se puede evitar discrecionalidad para que el gobierno disene una reforma fiscal que minimice el impacto sobre la pobreza. Todo esto se aplica empiricamente a Canada.
