Abstract
Les administrations publiques font face à des contraintes économiques et politiques et à l’obligation de maintenir des services de qualité. Elles doivent créer des approches innovantes qui transforment les règles et les normes qui orientent l’action et les activités des acteurs. L’innovation n’est pas qu’un résultat, c’est avant tout un processus qui met en scène une diversité d’acteurs. Leurs connaissances, leur créativité et leur participation sont au coeur des processus d’innovation et ils doivent faire converger des valeurs et des objectifs vus parfois comme opposés vers la performance et la productivité. Cette analyse repose sur deux recherches menées sur l’innovation dans l’administration publique au cours des dix dernières années, elle montre que le processus d’innovation n’est pas fixe, il se moule aux évolutions du contexte.
