Abstract
La littérature qui place l’analyse du système de paiements au centre de la théorie monétaire s’inscrit dans une certaine tradition. Cet article vise à préciser la place singulière qu’y tient James Steuart quand, au XVIIIe siècle, dominent encore paiement comptant et monnaies partielles. Il est, en effet, un des premiers à examiner les implications du développement d’une monnaie de crédit conçue comme monnaie complète et à souligner la nécessaire solidité du système bancaire. La première partie montre pourquoi, afin de lutter contre la thésaurisation et la spoliation des créanciers induites par le nominalisme de l’unité de compte, il soutient la généralisation de la monnaie de banque confondue avec une monnaie de compte stable. La seconde partie précise comment, avec la bancarisation de la création monétaire, Steuart met en évidence le rôle, comme unité de compte et étalon des paiements différés, du numéraire des contrats de prêt accordés par le système bancaire. Un système en la stabilité duquel les agents ont confiance grâce à une réglementation et une surveillance prudentielles efficaces.
