Abstract
Qu’elle soit nommée « allocation universelle », « impôt négatif », « revenu de citoyenneté » ou « revenu minimum garanti », l’idée d’un revenu de base inconditionnel continue d’alimenter les passions et les réflexions au Québec, en Europe et ailleurs dans le monde. Le revenu minimum garanti est une mesure de soutien du revenu ou de lutte contre la pauvreté intégrée à la fiscalité. Cet article présente l’une des périodes de l’examen de la faisabilité de l’implantation d’un revenu minimum garanti, dans les années 1970 au Canada et au Québec. Cette période est mise en parallèle avec l’instauration de l’aide sociale en 1969, puis avec les réformes néolibérales des systèmes de protection sociale canadien et québécois des dernières décennies. Nous examinerons ces réformes au regard de la gestion de la main-d’oeuvre de la politique sociale, laquelle participe, par l’activation, à la segmentation flexible du système d’emploi.
