Abstract
Ce texte part d’une distinction importante entre savoir et agir dans le monde des politiques publiques, et suggère qu’il est possible d’en arriver à définir des priorités dans les dépenses publiques à partir de la notion de besoins et du principe de préséance tirés du protocole proposé par Braybrooke et Lindblom. Cependant, pour que cette approche porte tous ses fruits, il faut qu’elle prenne en compte à la fois le contexte historique et l’avenir comme une réalité inexorable dans un processus de reconstruction de la situation présente qui va beaucoup plus loin que la simple argumentation, et qu’elle se concentre sur les moyens d’empêcher que se produisent les choses les plus indésirables dans des domaines aussi circonscrits que possible.
