La réalisation d’un « développement durable » est devenue un objectif courant des agendas gouvernementaux. Il peut être interprété comme la formulation d’une obligation envers l’avenir et d’une nécessité de révision de la manière de préparer cet avenir. Les implications éthiques et institutionnelles peuvent être importantes : si la collectivité se rallie à cette logique, elle va devoir adapter son état d’esprit général et s’occuper des conséquences de ses actions, y compris celles qui pourraient paraître éloignées dans le temps. Précisément, un tel projet suppose d’éviter les conséquences jugées négatives, notamment celles qui correspondraient à des effets irréversibles, dans une démarche de surcroît systématique.Il importe de saisir les soubassements et les orientations de cette reconfiguration qui pourrait s’avérer engagée. Cette apparente généralisation de l’attention pour les conséquences, portée de manière emblématique par une thématique comme celle du « développement durable », laisse en effet entrevoir une rationalité gouvernementale en évolution. Elle tend à induire non seulement des transformations dans l’appréhension des objets de gouvernement, mais aussi des repositionnements des cadres programmatiques à partir desquels s’élaborent les interventions institutionnelles. De ce mouvement paraissent ou pourraient émerger de nouveaux principes d’action et il est donc essentiel d’engager la réflexion pour en cerner les contours et les lignes directrices.
