En 1996 la empresa CYTRAR S.A. de C.V. adquirió los derechos de propiedad para operar el único confinamiento controlado de residuos peligrosos de la región noroeste del país, ubicado al sur de la ciudad de Hermosillo. Sin embargo, a dos años de que iniciara sus labores, y después de una controvertida pugna con un grupo de ciudadanos y miembros de ONGs, Cytrar cerró sus puertas en 1998 al negársele la renovación de su licencia de funcionamiento por parte de las autoridades mexicanas. Ahora bien, si ya no funciona el confinamiento, ¿qué pasa con los residuos peligrosos que se han generado en la región desde que Cytrar cerró sus instalaciones?
