Abstract
Declining voter turnout at elections is a problem in many democracies. Is transition to a system with mandatory voting a solution for this problem? In about a quarter of all democracies, citizens are legally obligated to participate in elections. In this book, Sara Birch examines the history of the institution of compulsory voting, the normative, and empirical arguments for and against it and the influence it has on a range of political phenomena. The author seeks to determine how compulsory electoral participation affects a number of elements of the electoral cycle, such as electoral campaigns, turnout levels, electoral integrity, and the overall legitimacy of the political system.
