Abstract
Dans le contexte de la mondialisation, la sécurité d’un État dépasse les frontières de sa politique intérieure pour être redéfinie au niveau international. Cet article porte sur les modalités d’ajustement du système fédéraliste suisse aux impératifs émanant de l’international. Tandis que ses compétences étaient traditionnellement restreintes en matière de sécurité, la Confédération suisse devient dès lors un interlocuteur central qui cherche à étendre ses tâches tout en étant contraint de prendre en compte les cantons, principaux acteurs de cette politique. Ainsi, le système multiniveau suisse, sous une pression internationale mais aussi interne, se réforme lentement tout en conservant ses spécificités qui sont autant de freins à son adaptation à la situation internationale.
