Pendant la durée de son mandat, de 1948 à 1964, le dernier surintendant de l’Instruction publique, Omer-Jules Desaulniers, s’est, à plusieurs reprises, porté à la défense du système éducatif public et privé du Québec. Il a même qualifié ce système de « parfait » et d’« idéal », voire de « meilleur système au monde ». Pareilles affirmations n’ont pas convaincu, il est vrai, les sceptiques et tous ceux qui, à la fin des années 1940 et au cours des années 1950, estimaient que cet enseignement ne répondait plus adéquatement aux besoins de l’époque, tant sur le plan culturel que sur le plan social, industriel et technologique. À partir des textes des interventions publiques du surintendant Desaulniers (allocutions, discours, conférences et causeries), nous essayons de montrer comment, en se basant sur la doctrine traditionnelle de l’Église catholique en matière d’éducation et sur une interprétation nationaliste de l’histoire du Québec, celui-ci s’est fait le défenseur et le promoteur d’une philosophie de l’éducation, basée sur une idéologie à la fois conservatrice, catholique et cléricale, laquelle sera battue en brèche au début des années 1960, à la suite de la publication du Rapport Parent et des nombreux changements apportés à l’ensemble du système d’éducation québécois.
