Abstract
L’article de cet auteur présente la remarquable continuité historique de la compétence législative de l’État central allemand en matière de sécurité sociale. Les assurances sociales sont une création de l’État central il y a plus d’un siècle. Cette attribution n’a pas changé malgré les différents régimes politiques et les nombreuses formes étatiques qui se sont succédé en Allemagne. La délégation de gestion de ces assurances sociales à des institutions autonomes mais sous tutelle de l’État central est le second trait remarquable du modèle allemand.
