Abstract
Este trabalho traz uma reflexao sobre uma heranca cultural que veio sendo implantada desde o periodo colonial: o paradigma urbanistico e ambiental das cidades luso-brasileiras. Focaliza controversias encontradas na literatura, quando Marx (1991) sublinha que nunca existiu uma codificacao colonial portuguesa, mas normas e procedimentos eclesiasticos que interferiam no desenho urbano; Delson (1997) enfatiza que a consabida falta de planejamento na fundacao das cidades brasileiras era um mito, pois Tome de Souza trouxe consigo uma planta tracada. Santos (1959) sublinha o fato de existir este plano geometrico para tracar a cidade. Reis Filho (2000) destaca a proximidade entre a politica francesa no Canada e a de Portugal no Brasil relacionada aos ambiciosos programas de urbanizacao do periodo Pombalino no Brasil. Frente a essas colocacoes a pesquisa procurou respostas as perguntas: as normas eclesiasticas se relacionavam com as decisoes da coroa real? No que consistia a autonomia municipal e que relacao guardava com a urbanizacao?
