Abstract
L’auteur examine la conception de la citoyenneté chez Hannah Arendt. À l’encontre de la thèse selon laquelle Arendt ne développequ’une seule représentation du citoyen, celui qui participe activement aux affaires humaines, l’auteur soutient qu’il ya aussi une pensée de la démocratie représentative chez Arendt. L’organisation du système des conseils est l’expression de cesystème représentatif chez elle. Arendt ne pense pas seulement le politique selon la tradition du républicanisme civique, ellele pense également au sein d’une pluralité d’institutions politiques constitutives du gouvernement. Arendt n’est donc pas unpenseur anarchiste dans le sens où elle voudrait abolir l’État. Elle est, au contraire, un penseur qui tient à fonder l’État sur laparticipation populaire.
