Abstract
À Paris, la question de la densité et de l’un de ses principaux outils, le Coefficient d’occupation des sols (COS), a fait l’objet de nombreux débats à l’occasion de l’élaboration du Plan local d’urbanisme (2001-2006). C’est sur ces débats que nous nous penchons dans cet article : quels ont été les acteurs en présence, les doctrines et les lieux de délibération et de décision ? En nous efforçant ainsi de retracer la « carrière » du COS, outil très critiqué à cause de son obsolescence et de son manque d’efficacité, nous montrons que celui-ci fait montre d’une étonnante capacité à résister au changement et à s’imposer comme un outil incontournable dans le débat public sur la densité et sa gestion opérationnelle. Cette pérennité tient en large part à la charge symbolique et politique dont il est investi : outil élaboré à la fin des années 1960, le COS véhicule toute une histoire de l’urbanisme à Paris, un certain rapport à la puissance publique et à la réglementation, rendant très difficile sa réforme, pourtant souhaitée par certains spécialistes et élus locaux.
