Nombreux sont les projets de développement en Afrique noire francophone qui ont connu des échecs partiels ou totaux. Ces échecs ont été généralement vus et interprétés, par les théoriciens et les praticiens du développement à paradigme holistique et déterministe, comme les manifestations de la « résistance au changement » ou de « l'attachement aux traditions séculaires » des populations africaines. Mais l'application du paradigme des effets pervers, un type particulier du paradigme interactionniste de type wébérien, à l'étude des projets de développement choisis pour leurs valeurs exemplaires montre que les résultats des projets doivent plutôt être compris et expliqués comme la résultante des comportements d'acteurs sociaux intentionnels situés dans un contexte social donné. En terme d'utilité pratique, l'étude suggère qu'une approche interactionniste du processus d'implantation des projets de développement en Afrique pourrait certes réduire le nombre d'échecs ou d'effets pervers.
