Abstract
En ce début de siècle, le succès politique de la notion de déséquilibre fiscal au Québec a inspiré aux municipalités une ligne médiatique de revendication. À l’instar des provinces, elles aussi s’estiment victimes d’un déséquilibre fiscal qui les empêche de répondre adéquatement aux besoins essentiels de leurs citoyens. Or, le débat sur le déséquilibre fiscal municipal n’est pas seulement comptable et fiscal et vaut la peine d’être analysé. Dans ce texte, on tente donc de décoder, dans les débats qui entourent le bien-fondé́ du déséquilibre fiscal, d’éventuelles mutations dans la façon de penser la division du travail étatique, aussi bien entre ordres de gouvernement qu’entre ces ordres et les citoyens pris individuellement ou réunis en associations diverses.
