A fixed-length coding method for image compression is presented. This method compresses the discrete cosine transform (DCT) coefficients of 8/spl times/8 pixel blocks of the picture and attains a compression ratio of 11.11:1. We then develop a compression scheme which combines variable-length coding with our fixed-length coding method. This is shown to improve the compression rate as well as the quality of HDTV pictures when undetected bit errors occur.>
